Costs Quality Access scheme below is provided to "frame" all health policy issues and policies. Whether the issues is
international, national, state, local, community or institutional level, all health policy issues and policy solutions need to
put in terms of increasing access, increasing health care quality or decreasing health care costs. Work is provided as a
guide to achieving an appropriate balance of access and quality without excessive increases in the cost of healthcare is
a fundamental tension in the 21st century healthcare system. These fundamental health policy drivers are inherently interdependent: a shift in one inevitably impacts the others.
